Strange Wiring

Some things about this new store confuse me. The electrical system was all redone less than 2 years ago and some other renovations were done at the same time. For instance, there are some network jacks in the walls in a couple of places, but some of them don’t work. I assume they’re wired wrong, but since they’re already in the walls and aren’t labeled it’s going to be a pain to figure out which is which in order to try fixing them.

The bathroom lighting too, has the light switch way up at head level, completely out of reach for the lil’ one who comes to work with us. And lastly, there is a whole back area of the store that doesn’t have any electrical outlets at all. I thought building codes required an outlet ever 6 or 8 feet or something? The building is probably older than those particular rules, but wouldn’t renovations require following the new codes?
